This certainly could be the case as it is easy to defend in any kind of wrongful termination legal case. If you are on a PIP you're history. I agree with many of the above posts who think it will be about 500 people.

Managers don't know a thing. Layoffs are handled by ZS Associates to protect the company from law suits.

They likely don't know themselves and are just as nervous as you are.

This applies whether it's a true restructuring like 2020 or performance based firings like 2018. In either case certainly DSM's and I believe Regional Managers also were kept out of the loop.
