I'm not surprised. They often leave it up to the department head to decide which employee is getting what % of merit increase. And when your manager talks to you about increase, he/she would always tell that your increase is either the same as for everybody or higher than other people's- a standard lie to discourage people share with each other how much of increase they've got.
So, if you've got 1% or less, it's your boss, not the company.
