How old is the list?
My understanding is that the list is updated twice a year.
What list? How can you be sure you are not being played? Seriously, all of you who are concerned MUST be afraid that you will be exposed as the frauds you are. Play or be played! Oh, and if you get no response for a posting you applied for perhaps its only because there are thousands of us who are unemployed and applying for the same jobs. Fools will believe its some list that is the cause of your not getting anywhere- its just a symptom of your over inflated ego believing you are so important that you must be listed on a do not hire spreadsheet that doesnt exist. Ask yourself this, why do you find it easier to believe an unproven statement that a blacklist exists vs a more patent truth that those who burn bridges suffer the consequences of a poor reputation (and then start stupid threads like this one)?
So who gave you this "understanding"? And how does it stay at a zero sum of 1698 names? You seem to indicate you know so please guve us a name of who gave you this understanding....
So do not rehire? Why would someone create this list if one truly exists? If the resume is the measuring stick then if you have the cred you get the interview. To me it shows favoritism in the fact that a manager can get you on this list how? If you do you job and didn't break any laws or rules set forth by the company and the industry why should anyone be on this list? Seems to me like they are looking for sheep to follow the flock and ask no questions and your sales results don't matter.

It seems as though people who ask questions for clarification are a huge liability threat for Publicis. Therefore, they are boxed and labeled as thief, fraudulent, non- compliant, and if they cause too much trouble... We'll adjust their numbers and call average to say they didn't perform well. Yep, it's just too easy for a manager to make a nice little frame to place these "troublemakers" in and a person that's highly successful in business would bury these guys for going after them. But yes, if you have an impressive background, track record, and varied industry experience, their special little list won't stop you.
I talked to a recruiter from another company. She also had a copy of the Do Not Rehire List from Publicis and she was actively using it.
The list is real. I am a former DM and when the contracted ended I was asked if there were any representatives I would not rehire. If I were to submit anyone I needed to provide a reason(s) and documentation.
As far as I am concerned, that is perfectly acceptable and no one should complain. If you have a good reason to fall on the list, it's probably your own fault
