Before Trump, under the old political rules, yes, a 33-38 % approval rating would be a sign of almost certain failure. But not Trump! He also won't be running against some perfect opponent. Finally the economy is the key determinant of presidential reelection and the economy is already booming and will almost certainly continue to boom. Trump's base ie smart people (that doesn't include you) are quite pleased with his performance and will be very loyal to him. He starts with a rock solid base and doesn't have to sway that many voters to win again.
