To answer without being a high school mean girl, you really only have to look at a couple of things. Retention and promotion. The worst have lost a lot of good nurses and those left want desperately to leave but believe (mistakenly, because they don't understand the hit they took on the new IC) the handcuffs are too tight. The best are the two that have promoted their folks like crazy, and can be found in the Midwest and West. Bonus points to JN for the greatest NSL switcharoo.
