Clearly the push to promote from within is gone or anyone worth promoting won't play sit, lay down, roll over.
Just another sign of culture rot within the organization. This is the problem. It should be simple to find a perfect candidate from within unless the existing culture works against the development and promotion of competent, capable employees.

Look at all the Field Trainers that left the company once they helped with Training. They left in droves. Even a lot of Award winners. What is going on?

No. If you have not served in the military, then don't apply. They are looking for someone who will follow orders and say "yes sir". Good with people is the last thing they want. This is not a people or a sales company.
