Clearly the push to promote from within is gone or anyone worth promoting won't play sit, lay down, roll over.

Just another sign of culture rot within the organization. This is the problem. It should be simple to find a perfect candidate from within unless the existing culture works against the development and promotion of competent, capable employees.

There aren't any internal candidates capable of doing this job.
