The meetings are for networking and making new connections, and hooking up is part of that. Alcohol and music are great social lubricants that allow you to grease the skids all the way to your room. If you're in a franchise that's on the way out, then just look for a manager of one that's doing well. The music, the alcohol, the atmosphere, being away from family, as well as Vegas itself lowers people's inhibitions and it makes them do things they wouldn't think of doing back home. It's situational ethics, as the ends justify the means, and the spouces back home are blissfully ignorant.
