Actually, complaing anonymously does accomplish something. It lets anyone from outside the company know that yes, there are harrassing pigs here, and that inspite of complaints about this issue, those pigs are still here.

That’s all well and good, but it doesn’t actually solve the problem. Whatever may have happened in the past, every single company now knows very well it has to act if someone complains about harassment. So if you want the issue addressed, call them out.
