To be fair, in some of the systems they've evaluated for upgrades, the cost to significantly upgrade is more than the cost to develop a new system. The problem is that they're also against hiring engineers to develop the new systems, so everything stagnates while they "save money" by doing nothing.“Upgrading products will cost us Money”.
