She does like to gab a lot, usually nothing but empty chatter. I am told people try and get her out of their office as politely as possible. Maybe she will learn a lesson and for a change earn her pay like the rest of us by doing productive work.

Sometimes you just have to walk away. The company would be better served by outsourcing HR. She's a blowhard.
