Sunshine Act=Layoffs

Because more offices eliminating lunches due to Sunshine Act i want to make sure of facts.
1). Is is true any meal >$10 or annual total of >$100 in 2012 will be submitted on March 31 then posted to govt website or is only starting with $ spent in 2013?
2) is it true physicians will have to pay income taxes on posted amounts?

Hasn't Pfizer been doing this for 3 years already? The sunshine act just makes it industry wide. Doesn't have anything to do with layoffs.

And it's my understanding that no taxes are paid.

Thanks for info on taxes but I differ on association with layoffs. Access has been dwindling for years and pharma has responded in part by reducing head count as deemed appropriate. So if a market event like this occurs that is further reduce access by big chunks in some territoies how do you not think it will = further layoffs?

Just sayin...
