Question: If he was a cop and had no mental problems when he got his permit, then later developed them, how would you stop that? People qualify for driver's licenses all day long then at some point before renewal have a disqualifying issue arise.

Your right. How do you stop that? You cant see it coming. But lets not make it easier for these folks to have guns. Folks who have guns should have a mental evaluation every year. They should also have to pay insurance for each gun they own.
