They go strictly by a formula and the company avoids the appearance of any favoritism. So it doesn't matter if someone has protected you in the past. This is strictly a legal and financially driven decision.

The same guy that laid the format for the BI layoff and separation process is now doing the same at AZ. There are only two of them here now but more will be coming once the BI contract is finished. There seemed to be a lot of whispering and huddling in Wilmington last week so something is definitely up.
