Anyone else feeling the pain with the new 'improved' processes that are being instituted on IT?

The new ticketing system is magnitudes worse than the old system, the new users processes have been changed more often than the number of months since implementation and even the people that are working don't know what to do.

I get the feeling that UCB IT at the site level is going away, and management wants to drive it away by putting in processes that make local IT powerless.
