Not exactly. The Federal law you are referring to is the WARN Act, and applies to plant closings and mass layoffs. Generally, a layoff involving 500 or more employees requires that the employees be given 60 days notice of an anticipated layoff.That's not true. They have to provide written notice to the government 60 days before layoffs that affect at least a certain number of jobs. The notice to the affected employees can be any time after that, usually you get 2 weeks notice and pay for your unused vacation time, the client company may offer something different.
