Why is MS sales rep position re-posted many times since October?

Why is this position reposted? I applied in October and they said the would hire someone by the end of November. It has been reposted three times? I’m in the Southeast US/South Carolina. thanks!
 






Because the recruiter is working full time at another company and this recruitment is their double dip.
The recruiter could care less if someone is put in place or not. The person is also very unethical in their recruitment.
 






Recruiter contacted me using their personal email not any corporate email. Red flag.
The recruiter started asking questions in writing about my credit history. There is no problem with my credit.
It appeared that the person wanted to access my credit report!! Big red flag.
