The purchase was severely limited and in no way mirrored the February purchase…is there some clause that I’m missing???

I think there is an annual cap. If your salary is high and you max out at 15%, it might limit you.

you're limited to 25k worth of stock purchased in a calendar year

The 25k cap is from the IRS not the company

You are thinking about RSUs for Deferred Comp for highly paid employees defined by IRS. This is when you can get more and defer that most companies have.
