Why didn't you tell him to stop or walk away or take him aside ? Everyone has an HR moment and it doesn't always define who you are. If the behavior is not a one off , by all means go ahead.

HR doesn't want the headache. Forget it and lick your wounds. You will only be blackballs, and then most likely gone within a year, if you push the issue.
