They called the move "UNPRECEDENTED". They claim that no President has EVER BEEN TURNED down when asked to speak before Congress.

Looks like Tip O'Neill told Reagan to pound sand when Reagan tried to play political games. And the Speaker was right to do so. No President has the power or right to demand things of Congress. They are supposed to be "co-equal" branches.
