I heard the same thing at a recent seminar conduted by one of the major lab certifying agencies in conjuction with CE courses.

.....that anyone can get! It's just a joke to give everyone that warm fuzzy feeling. In reality, it is a way to push liability responsibility onto the certificate holder.
