There are always multiple numbers.
The numbers given to the Field are always hire than the numbers Management has to attain.

In their minds, they justify the lying by saying " The field will sandbag if we give them an accurate number ".

"So inflate the number for the field."

Stupid, distrustful management, but this has been going on forever.
