Protect the Confidentiality of Applicants Please

I know that a hiring manager may want to find out as much information as possible about a representative but it's not cool to ask around to the point where it comes back to people in the company where an applicant is still working!

It's gone on for years but it continues to happen and managers have no shame bringing up the names of applicants that they are interviewing on district or regional conference calls and asking if anyone knows them.
