Open Positions on the Organizational Charts

Why are there open positions on the organizational charts? Is it because they are planning on hiring from the outside or rehire some of the laid-off employees? Are they the positions that are so bad that no one will take the positions?
 












They blocked the org plus because they want people to stay in dark and make them nervous.
Also they have kept some senior leaders with no jobs but are
trying to shaft them with assignments that are financially not viable for such
leaders hence they will leave too with severance and it makes Valeant goal
of cost reduction in HC.
It will be a while till the org plus is back and running as
the org is still in flux.
This is what you can call back add entry integration, totally screwed.
 






The distributed org charts late last week internally. Yes, there are still a LOT of open positions on the 84 page document. And also quite a few contractors were on there. There is also a new(?) area called "Medical Strategy" -- any clue what that might be?
 






Medical Strategy is probably for device acquisition or liquidation.

Some contracts have 6 month minimums or penalties. Plus they need time to learn what has been broken that they can use a contractor already there to fix.
