earnings date companies are in what is called a quiet period. During this period companies do not release any information that may effect the stock price unless absolutely necessary. Therefore your prediction of this week will not happen, any announcement of cutbacks will occur shortly after the earnings are announced, hence the 19th or shortly thereafter.
