It’s official, his last day is Aug 31. Nothing was said as to why he resigned nor a replacement named.

They don't have to "fire" anyone. They simply realign and not have enough positions available. Why do they need two people for that role? They already have one. Everyone will be fired or given a package and that will be that. I think OAPI had some people come over in recent years, so maybe they will be kept.

I know of several Avanir colleagues that are going to Sanofi and Biogen.

Correct, OAPI would not fire, but there may be an incentive for Wa’el to resign, rumors flying that he may announce his resignation tomorrow, last day of Q2, stay tuned.
