Let me explain to you something that is very basic, yet fundamental. Private industry has every incentive to be efficient and to limit waste. If a private company becomes too wasteful, it will go out of business.
Government has little to no incentive to be efficient. When government programs are wasteful, they don't fix the problem, they feed the problem. Government's solution to every problem is to spend more money, not to reduce waste or become more efficient. That is why almost every government program is bankrupt or on a short trip to bankruptcy.
