So i have used this company multiple times to find good qualified people. They charge about 15 to 20 percent. Then 2-3 years later they send an email to the same person if they would be interested in another job or consulting position. I know at leat 4 others labs that have had this issue with them.

We have definitely had that issue with them reaching out to people we hired through them but at the same time they are a great resource and do a great job.
I would like to think them poaching their own placements is more of a logistics issue and they lose track of who they have placed.

Was it an active contract at the time? If you haven't used them since (2-3 years), then I would imagine they could recruit from your company.
