The reality is that the organization is there from a hiring perspective, we've just been fortunate to have had a surplus of highly qualified candidates.
So far we have all been impressed with the recruiting agency; they are the initial point of screening and subsequently gather information to send to the hiring managers. If you have not been contacted by a hiring manager after working through the initial phase with the recruiters, then your geographic area likely has applicants who fit the desired qualifications better.
We (the RBD's) simply get ten or so resumes and phone screen bio's each day (per open territory) and have to make tough decisions while distilling down to who we perceive to be the best people to call and eventually see face to face.
Anyone who has gone through any F2F interview certainly deserves to get a call back, but if you are not contacted by a hiring manager after the initial recruiter phase, then you are likely not moving on in the process (I stress "likely", as there are always territories with challenged staffing logistics where the timeline will be elongated).
