How long should it take to hear back after a face to face interview? Is there a second interview, and would the offer then be made on the spot?

Honestly, you can hear back that same day or you can hear back in two weeks. If you have not heard back by the latter it is probably safe to say they have moved on at that point.

Yes, there will typically be a second interview. An offer could be made there or they can still be deciding between two candidates. It is okay to ask in a professional manner about the process and what you are up against after the interview. Also, be sure to ask if they feel you are qualified for the position and what they feel you may be lacking to attain the position.
