Has Novartis ever done a hiring freeze without a massive layoff? Just a freeze and realignment of territories? The last freeze Alcon had came with "wait by phone" within a few months.

We spent the better part of 2009-2014 on a hiring freeze. They let people leave and didn't fill spots then used those vacancies to count towards headcount for downsizings. So yes, you could be on a freeze and not go through a major downsizing for quite some time.
