Your managing director does! This was told to me by the man in my area himself. I am a manager and was told that the managing director has the ability to make or break you. If you have a high goal, consider yourself on your way out because this is how the last layoff worked. This all started when CCI began a couple of years ago. Everyone that was laid off can thank their MD. They actually control everything at a local level and yes HR does what they say. The company did not want to be liable for who was laid off so they put it back on the managing directors. They had a plan of action in place from the beginning and let's just say that the layoff was not randon. You were targeted for a number of reasons but bottom line is that the managing directors are evualated on a profit/loss margin and if your salary was high, it penalizes them and they wanted you gone period. They didn't care if you could sell since their performance review was based on P/L margins. It also gave them the power to use their biased judgement of if they liked you or not. This is not the way to run a business and will crash in due time.
