This is a joke. If you are liked it's good, if not, too bad, you get a bad GPM. The problem is, the RSD's have too much say in what you get.
Once again I was 'meets expectations' every quarter until the final GPM when I'm given a 'partially meets'.
How does this happen!? Will HR do anything?
I'm sick of hearing great things about my work from peers and customers but getting this crap from my manager.
Its like what my manager told me:
We (Genentech) paid for the inaguration. We can do whatever we want. We have Obama in the palm of our hand.
Then he gave me a high five and a five percent pay raise. Not bad for a 15-20 hour week gig. You need to take care of your manager.
Is there any help from HR when you have a Jack Ass to report to ?

Graft is good! Paying off the Obama adminstration is good. We get to promote off label with potential big bucks. We win! Plus, compliance is with us.
