Finding new drugs?

Something I've been wondering, how does express scripts find out if new drugs enter the market, or cheaper generics from new manufacturers available?

Are manufacturers proactively approached?

How do manufacturers inform PBMs of new products?

Would appreciate some insight on this cloudy process.
