what is a FDA Class 1 recall?

Are these the most serious type of FDA recall and involve situations in which there is a reasonable probability that use of these products will cause serious adverse health consequences?

no adverse events associated with any issue with the product....recall was because there wasn't enough testing done, not because there was something wrong with the product.
