FDA cites violations at three Novartis plants

(Reuters) - Drug regulators cited Novartis AG for "significant violations" of manufacturing regulations at its three generic drug plants in the United States and Canada, several of which were repeat offenses.

U.S. Food and Drug Administration investigators found a lack of proper procedures to ensure the drugs' sterility and correct composition. They also found inadequate cleaning at one of the plants, FDA said in a warning letter posted on Tuesday.

FDA inspected plants of Novartis' Sandoz unit in Broomfield, Colorado; Wilson, North Carolina; and Quebec earlier this summer.

The three violations found at the Quebec facility were repeat observations from a 2009 FDA inspection and included the failure to ensure the drugs were produced according to standard.

For instance, inspectors found crystals in some vials of injectable liquid drugs, even though the same problem was brought to the plant's attention in 2009. FDA did not identify any of the specific drugs.

"We are concerned that your firm lacks process understanding to consistently manufacture" the particular injectable, FDA wrote in the letter dated November 18.

The Wilson and Broomfield plants also failed to ensure that the drugs they manufacture have the strength, quality and purity they should -- both repeat violations.

Several pieces of equipment at the Broomfield facility were "still dirty after cleaning had been completed and verified by a supervisor," FDA said.

Some further gems from the warning letter

"Your failure to implement appropriate corrective actions and prevent future recurrence is indicative of an ineffective quality system."

"It is apparent that Novartis International AG (Novartis) is not implementing global and sustainable corrective actions."

"FDA expects Novartis to undertake a comprehensive and global assessment of your manufacturing operations to ensure that drug products conform to FDA requirements.

Finally, the Agency is concerned about the response of Novartis to this matter. Corporate management has the responsibility to ensure the quality, safety, and integrity of its products. Neither upper management at Novartis nor at Sandoz Inc., nor at Sandoz Canada Inc., ensured global, adequate, or timely resolution of the issues at these sites."

"Until all corrections have been completed and FDA has confirmed corrections of the violations and your firm’s compliance with CGMP, FDA may withhold approval of any new applications or supplements listing your firm as a drug product manufacturer."

Many companies got embarrassing warning letters in the past but this is a new category. Well done, management. It'll cost big bucks to clean up and will be used as another excuse for further lay offs.

Like gilenya just did ? what a shame , why is this company even allowed to do business in the USA ?
sad

Has Aspirin ever killed anybody? Why are any drugs allowed to be sold in America? They are ALL dangerous and are designed to kill people.
What else has killed people? Cars, tools, planes, bats, computers, houses, coffee cups, ipods, cereal...... BAN THEM ALL and then we can live FOREVER IN UTOPIA!!!!!!!

It is unfortunate that a balanced and differentiated discussion seems to be impossible.

In the first place, the criticism is about how Novartis handles safety matters and not about a drug having a rare but serious adverse events. And in the first place, drug makers have responsibilities to patients and then to the shareholders. Our corporate management needs to learn this the hard way, see the FDA warning letter which is just the tip of the iceberg. The same careless mentality is found in clinical research and drug safety.

I really hope the warning letter is a turning point and they begin to take all their responsibilities seriously. Drugs are no candies.

Explain to me how the concept of "patients first and then shareholders" is in anyway inseparable? How can any company be responsible to the shareholders if they are NOT responsible to their customers (patients)? These 2 concepts are practically the same you MORON. If you make a drug that benefits MANY (patients first), then the shareholders are taken care of. If you make a CRAPPY drug, then the shareholders are screwed too. Drugs are made... next the FDA approves the drug and then doctors use the drugs to treat patients. Patients often times will have improvement as a direct result of using the drug, but sometimes they have an adverse event.... Nothing you do is without risk. There are NO perfect drugs that cure ALL without side-effects or adverse events. And such is life.... get over it.
