What are the major issues?

There are not any major issues. This just like the Federal budget deficit. If sales do not match the entitlements (too many VPs, Directors) just trim the fat. Honestly there are ten people (VPs) making decisions for every product category.

Just streamline the organization. Make sure you keep the best decision maker and get rid of the rest. It will save you millions of dollars. However if you make a mistake and keep the most self serving crook of the lot the company is going down fast.
