It used to be that a lab could not provide a phlebotomist in just certain states like NY, PA, FL but now with this new law it is illegal in every state regardless of the type of insurance. That is going to put more of a burden on physicians and thus may lower the testing numbers. If the politicians wanted to put a stop to the abuse and waste in regard to toxicology testing they could have simply said they would not pay for it for more than once a month. Why do politicians always take the most complicated and wasteful path rather than the most simple?
