Shut your borders down completely. Nobody can enter. If you exit Denmark, then you can't return until COVID has been eliminated, which will probably be never. You might have a chance at controlling the virus. However, you will destroy many of the industries in your country. Allowing those who have been vaccinated into your country will allow the delta variant in. It is just a matter of time before the delta variant mutates if it hasn't already. You will always be one or more steps behind the virus unless you take measures so drastic that it completely destroys your economy.
There are probably a lot more variants circulating that have yet to be discovered or have been discovered and not made public.
