I passed the phone screen and told I was moving on to the F to F but have yet to hear when or where? Anyone else in this boat. It has been more than a week.

Yes, I had phone interview on Friday, 2/11. Soon after I received the email to fax in application (supposedly to move forward to face-to-face), and haven't heard a word. I called the HR line yesterday and they said my "application is under review."
 






I also interviewed in Dallas but on 2/16. I received an email the next day, 2/17 requesting a disclosure release form. I sent it back immediately and am waiting for that process to be completed. None of my references had been contacted yet. For reference they do use a 3rd party for background checks so I'm not sure how long that process should take?

You will get an offer.....also your references will not be contacted.
