NVS does not make any more or control Diovan production.

Almost every (maybe all) distributors use a single source Active Ingredient https://en.wikipedia.org/wiki/Active_ingredient
from China for Valsartan including Novartis/Sandoz. So there may be no other safe producer left in the world that I can find.

Minor technicality, but Novartis still produces Valsartan...

The bigger issue here would be the quality control when sourcing API from contract manufacturers for processing in Novartis manufacturing operations.
