The Congressional Budget Office, CBO, is responsible for the totality of debt within the United States of America. This plan is typically created to cover the timeframe of at least ten years, but certainly can be reviewed and amended throughout the stated timeframe. The budget in reference to this report is for 2017-2026 and was published in December of 2016. This report lists 18 options to improve the deficit for the country in the field of health/health care. Option 17 will be discussed as a way to reduce the country’s deficit overall. This option is to increase the excise tax on cigarettes by 50 cents per pack.
