Background Screen with Certiphi

Is it normal with Iqvia to be asked to complete the background screen before a f2f with client manager? At this point there is 2 candidates and you don't know if you are going to be hired. In my case, I was not hired, but had to do background screen and a personality test before my f2f with manager of Iqvia's client. Is the background screen done if you aren't hired? Also, can we get a copy of it? I have gotten them from other jobs and it is nice to use as references when filling out applications and need all the exact dates etc. Mine also had an error on it, nothing bad, but showed I lived in CA when I never have?? Thanks for any info. Just curious why I was asked to do all this when I didn't even get the job!
