20+ Years to get rid of a terrible person at Elkton Campus, why ??

So the Elkton site finally got rid of someone this week that should have been taken care of years ago. With everything Merck preaches about diversity, non retaliation, non confrontation, etc., this guy went against all of this for 20+ years, plus sexual harassment and generally treating everyone like crap, he made it this long. Numerous complaints had been made about him through the years and a lot of people were afraid to because of retaliation he was known for. All Merck would do was to move him to another area every time, every area he was in charge of people sought after other positions, both hourly and salaried. Unreal how someone could make it this long with this type of activity, I guess having a high up wife there and previously messing with a HR lady helps for awhile.

Can the HR person who finally made this happen give some pointers to the team in Upper Gwynedd? Because there is one woman in particular in GRACS that is looooonnnnnngggg overdue.
