Why wouldn't the company consider asking for volunteers for a severance package? So many individuals just want out. Sounds like a win-win to me.

The straightforward answer is that the company does not have the effect of adverse selection. The ones leave and not-so-good ones stay. Given that, some companies (like Merk) do take volunteer for layoff. The bottom line is that Novartis is a shrewd company(may not be wise).

you obviously don't know how things work in this game, do you? the company wants you to find another job and then quit, so that the company doesn't need to pay out. win-win. severance is usually the last resort.
