My brother in law works for Novartis and he said he isn't allowed to bring Starbucks to offices either. Does it just depend on the manager?

I've done it many times. Never heard we weren't allowed to. Either it's a brand new policy or a manager specific policy.

No, it would be considered "access food" which is not allowed.
