You must not actually work for MSBU because if you did you'd have access to the bonus plan for 2014 and the latest % to goal, and see that many reps are going to do very, very well. It sucks when you're not one of those "eagles" being "fed" but that's typical in sales. One year up the next one down. Not sure the whole forced ranking thing makes sense in the midst of very complex and wildly different markets, but the dogma of ranking persists across the majority of the industry.
